According to the website downdetector.com, users have ben struggling with the service since a little before 12 p.m. EST.

There were more than 250 reports of problems Sunday afternoon with game play the biggest concern for users. Others were having problems with server connection and launching games.
"Are 2K servers down" was trending on Google.
There is no timetable for this to be fixed, but it's a fairly new issue, so it could improve quickly. But if you're having a problem, you're not alone.
